It looks like the first couple turns of Chaos would depend a lot on luck, with luck of the draw (which country you drew; what your neighbors' map bias is; etc.) being a huge factor in whether you have a chance to survive and continue. I can confirm Chaos can safely be ported. The only alt rule for it is Build Anywhere, which is already used here in Modern :)

You might enjoy Pirates! over on vDiplomacy. It doesn't have a wide variety of random events but it does have one fairly impactful one - a hurricane will spawn in a random location after each build phase and travel in a random path over the course of the year, destroying units and neutralising SCs.
