I'd say Turkey is debatably the #1 power in gunboat where the meta doesn't encourage A/I alliance because it's ridiculously hard to kill Turkey once he gets 5 centers and ION access... but where A/I ally, it's pretty brutal on Turkey and he's mainly waiting to see if a western power can muscle in on...

I would say that both Italy and Austria are much stronger than Turkey and Russia in gunboat. There is an argument for Turkey ahead of Austria, but Russia is definitely the worst country, and Italy is among the best, with Austria not far behind. What is WFO? Wait-for-orders means the phase will not process if one (or more) players haven't entered orders yet. It just automatically pauses the game instead. While it sounds lovely to prevent NMRs, we've had a lot of problems in the past with people holding games hostage by not entering orders....

The gunboat meta on this site seems to be that IA work together a LOT early on, and Russia is overall a pretty weak power. In that context, Turkey being deferential to Russia and aggressive against IA probably isn't a terrible move, though letting Russia into BLA in spring 1901 is VERY deferential. ...

Actually, if there's a need to help organize it, I don't mind throwing my hat into the ring (though obviously I have no mod/admin powers, so at the least I'd need some help or temp access or w/e on that end in terms of assigning specific people specific games)

I think a well designed AI playing itself could probably get reasonably close to an optimal moveset before too long. There just aren't that many meaningful decision points in 1v1 each turn (in particular, unlike chess you can pretty much throw out a LOT of potential moves as obviously bad without to...

I'd actually suggest that, much more than chess, the # of reasonable moves in a given situation is drastically limited.
