That was my first impression as well, but experience has shown me that BC has an advantage over Cal if it moves everything against it immediately (and Quebec stays out of it, which it usually does because it has other fights). According to the stats given on my page I have 39 NMRs in 3698 moves (as I write this). This should be a RR of 99%, but it is given as 92%.

Map beef:FotAEIV

In the Fall of the American Empire IV there is a clearly indicated border between lakes Superior and Huron yet it is not possible to move between them. The map should not be misleading. It would be good to tweak either the map to eliminate the apparent border, or the rules to allow movement.
