Look at what happened when a 70 something Trump took office. The guy has taken more time off to golf in two years than Obama in eight. Who knows how much time he actually spends doing presidential work and not just sitting in front of and yelling at his TV.

Technically the "Wall funds" go only to upgrade and repair existing walls and only a little goes to 40 miles of new walls. Trump is already facing a major lawsuit to block construction in the next area to get a wall under the Freedom of Religion Act because it involves a really old church. America ...

This goes back to the Nixon years when Congress passed laws to prevent the president from changing appropriations that they passed. So why should Trump get to do it.
