It's cheaper to pay politicians to do not regulate then to upgrade power p;ants for a rate event. Especially when those political donations make the companies face no penalties for doing nothing.

It's more of taking copyrighted content and using it without payment by claiming fair usage of more material than has been previously allowed. A country is now defining how much can be used legally.

There were back a few decades ago, the Olympics and world competitions where Soviet bloc countries were accused of giving their female athletes male hormones in order to gain an advantage in sports. So there is some precedents for restrictions.
