I don't think any player at any time is "responsible" to follow their alliances.

Your alliance was with the old player. You have no alliance with the new player. And he does not have an alliance with you.

Several of the top ranked 1v1 player on this site regularly uses random number generators. These are the players with the strongest tactical skills, and they most definitely spend more time on their calculations than the avarage player. Still, sometimes they end upp randomizing.

Yes, it wasn't a very good example. It was stated in the public chat that Italy accepted the draw because he was "tired," but you probably know better than me.
