Ι believe it is portraying the time the phase in which the end came, would normally expire.

I believe it displays the time of the end of the next phase length. Can ask a dev for confirmation though.

The time displayed for games ending is off - perhaps it is one phase length after the true time? E.g. https://www.webdiplomacy.net/board.php? ... #gamePanel actually finished just now, not three days in the future.
