This would be pretty easy to implement.

It can be very confusing and used as a tactic.
In the face to face game, you cannot pretend to speak to someone without doing it. But here it can happen. Let's say you are Italy and want to seed discord in a Juggernaut alliance. You send messages to Russia, Turkey sees that and begins to question their alliance believing Russia is accepting your overtures especially if there are many messages and become hard to check if Russia has answered. Or maybe Russia answers to tell you he's not interested but to Turkey's eyes, you seem to negotiate and the alliance is gone with the wind
The result will be the opposite of what you wanted to achieve.

There would be an awful lot of messages in the log, too.

This is an interesting idea, but I think that if it is implemented I will play such a game exactly once to try and forget about it forever.

Fun idea :-)

My immediate thought is that if I was playing I'd adjust my playing style to negate a lot of the benefits. I'd get into the habit of writing fewer but longer messages, and make sure that I sent a message (even a very short one) to every player whenever I needed to talk to someone. I'm not sure in practice you'd be able to replicate that particular ftf experience as closely as you'd hope.

I was thinking that one detriment of playing online is that, unlike an in-person game, you can't tell who is talking behind your back.

What if all messages are logged publicly? I'm not talking about a public press game. Messages would remain confidential, but you could see every time one country talked to another and when.

For example, England might be curious to know:

11/11/2020 14:37:14 - S:1901 Germany messaged France
11/11/2020 14:38:57 - S:1901 France messaged Germany

11/11/2020 14:41:45 - S:1901 France messaged Germany
11/11/2020 14:44:23 - S:1901 Germany messaged France
