That said, I am equally surprised that nations aren't balancing against those who are benefiting the most from the NMR's, as IR theory says they would. Instead, you have South America fighting still and Europe attacking Near East

Then again, IR theory usually assumes states are rational actors...

Brazil, Quebec, USA, China, FA, Pac-Rus have all NMR'd at one point or another in this game which left some of us to profit while others still had to slug it out. Now I know it happens, but its just so pervasive in this game that I think it's time to kill the NMR'd nations off and draw.
