02 May 12 UTC Autumn, 1906: I think the "Missed Last Phase" thing only kicks in if the power failed to open the page during the phase...and since that last phase technically went from early March until now, it is possible that they checked it somewhere in there. Russia should be CD after this retreat and france after the build.
