19 May 11 UTC Spring, 1901: no, there are neutral (read : feel free to conquer) territories. you can only build new troops in your home country. there are more rules, but i emailed you a PDF of all the rules so you should probably read that. also in the top right hand corner of the screen - right below your name - you can click help and it has most of the basic rules with screenshots etc.
