It's what the gladiators supposedly said when they went into the ring, usually given as "Ave, Caesar, morituri te salutant" or "morituri te salutamus"--"Hail, Caesar, they [we] who are about to die salute you." "Vos" makes "you" plural. Saluto is first person singular ("I salute"), Salutat is third person singular, salutamus is 1st person plural, salutant is 3rd person plural.
So England, not that I actually know Latin, but I've definitely heard "morituri te salutamus" so I would have thought that "moriturus te saluto" would be fine.
