20 May 10 UTC Spring, 1903: Usually a country goes into Civil Disorder (CD) after missing two consecutive turns. After a country goes CD, we can recruit another player to join the game... like what I did. If we Pause the game, we will not continue to make moves against absent players.

Finalizing your orders gives the impression that you have already determined your plans and that you are NOT interested in diplomacy or the possibility of changing your plans. I don't like to draw the game out necessarily, but I do want to leave myself open to opportunities for cooperation and coordination. If you are open to negotiation, then save your orders without "Finalizing" your orders (until near the end).
