26 May 20 UTC Spring, 2003: Honestly, I don't know what the overall statistics are. In the few games that I've played/spectated Cuba has struggled a lot. I guess it's because he cuts off Peru's natural path to expansion by simply existing, not to mention being uncomfortably close to Florida, who often spams fleets.
