19 Mar 19 UTC Spring, 1902: I talked with a mod, and they said that it appears that Germany is still active on the site, so they can't do anything. I think Germany can vote to cancel, or we can work to eliminate Germany, so that the rest of the cancels will go through.

On a side note, is anyone else having difficulties with the site? I've been unable to submit orders via my phone or work computer, but my laptop at home has no difficulties. Clearing the computer cache as recommended had no effect, so I'm constantly in fear of my own NMRs :P any suggestions?

If for some reason the southern powers still wanted to play it out, great, but I wouldn't feel comfortable capitalizing on a missing Germany and then refusing to cancel. Although it IS possible that France actually didn't see the messages, and I think he wants to draw instead of cancel...
