France, are you attempting to solo? From the look of the board, that is what it appears to be. If so, Germany suggesting that we mobilize to stop you is certainly not outside the boundary of reasonable. And I would agree to work with Germany and Turkey to that end. If you aren't attempting to solo, then the onus is on you to back off. If you want the draw, you've already got your 12 SC's and taking anything more is simply selfish...and a solo attempt.

02 Mar 18 UTC Spring, 1910: I hate having to issue press like this, especially since I believe it's probably understood, and it's really not my style. But I've already gotten into trouble this game with making assumptions on such things.

Germany and Turkey, I am fully committed to stopping a French solo as best I can, and I believe that my current strength along the Italian border can accomplish this on my side of the world. However, in doing so, I'm forced to leave the Balkans undefended. If either of you decide to start taking my SC's, my ability to hold back France will erode. So in that case, I would begin actively supporting France into my centers and play Kingmaker. Obviously, I don't want to do that, because I want a draw, and have already voted as such. But if I can't get a draw, I would settle for a survival and a French win. Just so everyone knows my level of determination.
