Unless there's consensus to cancel, which I find happens only about a quarter of the time, one or two nations get an advantage. But this is random, and I've been on the short side of the stick many times.

The difference in what you're doing is that you're selfishly taking out the bad luck on everyone, even though if you'd played your opening moves better, you'd have four or five SCs by now. That's being spiteful. You're right -- no one can force you to move. But you're in control of your own actions, and choosing to be a jerk.
