At the end of the Autumn round, you could up your centers. If you have acquired additional ones, you can build new armies or fleets before the spring round starts. Don't worry, you didn't have any builds.

Local German speaking populations have taken it upon themselves to rise against their oppressive French overlords, and volunteers from Germany are assisting by their own volition.
