sorry I haven't been able to be on much lately to coordinate. I just started a new job with weird long hours. I'm thinking we should just put a cap on Quebec, and draw. If Quebec deems it necessary to remove New York from office, then so be it. After that, he'll have no choice but to draw with all 3 of us (Texas, Cuba, Peru)
