Zugzwang is a chess term, used to describe a situation in which any move will lead to a worse position. It's pretty easy to achieve when the situation is "You need to destroy a unit!"

In chess it's notable because there is no pass option in chess. I'm not entirely sure that the idea of zugzwang can be applied to diplomacy in any meaningful way
